

Licensed Family
Child Care Home
Family Child Care Homes (FCCHs) provide care in the provider’s own home and are licensed by the California Department of Social Services, Community Care Licensing Division (CCL). Depending on the license, small homes may care for up to 8 children and large homes up to 14. Providers must meet all state health and safety standards, maintain required adult-to-child ratios, and hold EMSA-approved CPR/First Aid certification (with all staff certified in large homes). All adults living in the home must complete TB testing, fingerprinting, background checks, and Child Abuse Index clearance.
Individual Licensed-Exempt Provider ––Family, Friend, or Neighbor
When a family enrolls in one of SNCS’s childcare subsidy programs, their needs may not always align with the care options available through licensed providers. In these cases, families can choose a trusted family member, friend, or neighbor to care for their children as an Individual License-Exempt Provider (LEP). An LEP is not required to be licensed by the State of California and may include relatives or TrustLine-registered providers. This type of care is limited to the children of one family, in addition to the provider’s own children when appropriate.

Care Center
If you’re considering opening a Child Care Center, start by visiting the CA Department of Social Services, Community Care Licensing Division for full licensing details. You’ll need to review the state’s regulations, register for and attend an orientation (fee required), and bring printed application materials with you. After orientation, complete and submit your full application packet, and ensure all staff and volunteers pass required background checks.
Lending Library
For parents, becoming a member of our Lending Library is easy, just stop by our offices and fill out an info card.
For providers, SNCS is bringing the resources of their Lending Library to area child care providers who are members of the Family Child Care Home Education Network (FCCHEN). The developmentally appropriate materials will be aligned to the California Preschool Learning Foundations with rotating themes such as: language and literacy, math, music and movement, nature, science and technology.

Parents and providers can borrow a variety of developmentally appropriate toys and materials for infants, toddlers, preschoolers, school age children, and children with special need.
We maintain a variety of resources on educational and parenting topics. Child care providers and professionals may use these materials at their Family Child Care Home, School or Center.
You may then check out items for two weeks at a time, with the possibility of extending that time if the item(s) is/are not requested and reserved by others.

Although each provider determines the various aspects of their own program, each provider adheres to specific guidelines and regulations as defined by the California Department of Social Services(CDSS) Child Care and Development Division (CCDD) and meets program requirements above and beyond basic licensing.
