The philosophy behind the Child Care Resource and Referral program is that parents are the best people to choose the child care that meets their family’s needs. Referrals are provided based on the parent’s criteria, child and family needs. For referrals, please call:

CENTRALIZED ELIGIBILITY LIST (CEL)
Nevada and Sierra Counties’ CEL gives families access to many subsidized child care, after-school and school readiness programs through a single application. All agencies with State subsidies in the county have access to all the families on the CEL, and contact families from the CEL when they have openings. A family only needs to complete one CEL application.

CHILD CARE ASSISTANCE PROGRAMS
California Alternative Payment Program (CAPP)
One of the Child Care Assistance Programs is the CAPP which helps pay the child care costs for income eligible families. Families may pay a share of cost on a sliding scale based on their gross monthly income and family size. Parents may choose from child care options such as Family Child Care Homes and Child Care Centers, TrustLine child care providers or relative care child care providers or other license exempt providers. A child is eligible for this program until his/her 13th birthday.

CalWORKs
California's version of Welfare Reform is the CalWORKs (California Work Opportunity and Responsibility to Kids) program. CalWORKs has many family support services including child care. The purpose of Welfare to Work is to help parents prepare for work and find a job. Child care through CalWORKs is a three-stage program that pays for child care expenses for eligible CalWORKs participants. SNCS is unable to place any family on the CalWORKs program; a referral must be faxed over by a CalWORKs office to enroll a family.

  • Stage 1 Once a Stage 1 referral is received, SNCS will assign a Family Support Specialist to the family. The Specialist will then contact the family and schedule a time to meet and fill out a minimal amount of paperwork. Child care services begin based on the date given on the referral. When it is determined by the CalWORKs office that the family’s situation is stable a referral is made to SNCS to transfer their childcare funding from Stage 1 to Stage 2.
  • Stage 2 – Is available for twenty-four (24) months after the family becomes ineligible for cash aid, however, the family’s income may not exceed 75% of the State Median Income Level. If sufficient funding is available, parents are contacted by SNCS in order to begin the enrollment process. A family may be referred back to Stage 1 by the county if the parent does not maintain the required CalWORKs activities. After the 24 months have expired a family’s child care funding is transitioned to Stage 3.
  • Stage 3 – Continues until the family exceeds 75% of the State Medium Income Level and as long as funding is available.

All CalWORKs recipients must assign child and spousal support rights to the county. Parents who refuse to assign these rights will be sanctioned and the family’s grant will be decreased until they cooperate. Their children will still receive aid if eligible.

Family Child Care Homes Education “Network” (FCCHEN)
The “Network” is a multi-site child development program providing subsidized child care in quality Family Child Care programs. The “Network” is funded through the California Department of Education. Support, training and education are available to both parents and providers in the program.

OTHER PROGRAMS SERVING PARENTS

Parent Leadership Council (PLC)
Parent Leadership Councils are important for building support for public services and ensuring that social services agencies are meeting the needs of the community. In a time of economic retrenchment, non-profits and government must explore creative responses and opportunities to address growing public needs. The focus for non-profits remains to serve the public well and PLC is a vital element in bringing community needs to light so the agency can efficiently respond to the community it serves.

Child Development Resource Library
Our Resource Library is open to the public and is filled with a variety of developmentally appropriate toys and materials for infants, toddlers, preschoolers, school age children and children with special needs that can be borrowed by parents, child care providers and professionals for use at home or school. Also available are books, DVD’s, a Die Cut and videos on a variety of educational and parenting topics.

Family Resource Center (FRC)
Family Resource Centers (FRCs) are a key prevention strategy for addressing many of the challenges that face families, whether they live in rural, suburban or urban areas. Evolving research and evaluation indicate that FRCs are promising strategies for addressing such issues as:

  • Child Abuse and Neglect
  • Substance Abuse
  • Family Violence
  • Family Instability
  • Juvenile Violence and Crime
  • Welfare to Work/Employment
  • Community Unity
  • Family Isolation
  • Family and Community Health
  • Educational Outcomes

The California Family Resource Center Learning Circle – April 2000

Sierra Nevada Children’s Services Family Resource Center provides family support services that are designed to strengthen and stabilize families, increase parental abilities, connect the families with quality child care, provide a safe and stable family environment, and enhance child development knowledge and skills. 

Sierra Nevada Children’s Services Family Resource Center offers parents a welcoming access point to resources by providing advocacy assistance in negotiating the human services system, the legal system, and the healthcare system.  It supports families by providing a parent resource library, parenting classes, the Parent Leadership Council, and referrals to local services.

Promotora Programs

Health Education/Promotion and Disease Prevention Program
Medically underserved individuals are often unfamiliar with how to navigate the health care system and are unaware of resources available to them.  Medically underserved individuals with a language barrier are fearful of the health care systems and ineligible for most resources.  The Promotoras remove barriers to medical and dental care and provide emotional and educational support, assist with translation at medical visits, and explain cultural differences to health care providers.

Community Integration Program
Program Summary – Most child maltreatment studies have found a relationship between the quality of a parent’s social support network and risk for neglect. Sierra Nevada Children’s Services Promotoras provide family support services that are designed to strengthen and stabilize families, increase parental abilities, provide a safe and stable family environment and enhance child development. By building on past successes, SNCS Promotoras have enhanced services by providing multiple intervention strategies. These strategies include parent education programs that focus on enhancing parental competencies and promoting healthy parenting practices, provisions of social resources, education on family cohesion and self esteem to mediate the negative effects of economic problems and child care resources.
